Mr. Riley is the Managing Partner of Riley McGuire Partners, LLC (RMP). He leads compliance and legal review of the Department of Veterans Affairs (VA) Enhanced-Use Lease (EUL) program; an evolving international portfolio of approximately 80 projects. Mr. Riley also leads a team of RMP business partners to provide a variety of real estate due diligence services to the VA under the VA Real Property Strategic Utilization IDIQ. Recently, Mr. Riley led the development of a Land Acquisition Authorities Delegation Reference Guide and Matrix for VA’s Office of Construction and Facilities Management (CFM) Office of Real Property, describing courses of action, methods, authorities, and procedural guidance for VA acquiring space in today’s market. A U.S. Army veteran with deployments to Iraq and Afghanistan, Mr. Riley has over a decade of experience within the private and public sector providing legal and analytical services. Mr. Riley has pursued complex federal civil litigation from inception in the District Courts and Agency level through the Circuit Appellate level. He also developed the Enterprise Architecture for the Defense Information Systems Agency (DISA) bolstering their Command, Control, Communications, Computers, and Intelligence (C4I) capabilities.

Mr. Riley received his B.A. in Economics and Public Policy from The College of William and Mary and his J.D. from the University of Maine School of Law and. He is a Project Management Professional (PMP), Agile Certified Practitioner (PMI-ACP), and Certified Scrum Master (CSM).
