Mr. McGuire is a co-founder and partner of Riley McGuire Partners, LLC (RMP) and is a partner of Emax Financial and Real Estate Advisory Services, LLC (Emax). Mr. McGuire currently leads our team of professionals in the development a comprehensive risk management program VA’s Office of Construction and Facilities Management (CFM), and serves as a senior advisor for the post-transaction support of VA’s Enhanced-Use Lease (EUL) program on all phases of portfolio oversight, management, and reporting. With over thirteen years as a real estate and financial advisor to the government, Mr. McGuire has managed engagements for the VA, the U.S. Air Force (AF), the General Services Administration (GSA), the District of Columbia (DC), the Department of Housing and Urban Development (HUD) and the Department of Treasury (Treasury). His areas of professional expertise include the execution of P3/P4 government real estate and capital market transactions, program compliance and oversight of long-term residential asset operations, government budgeting, feasibility analysis, and on-site analytical reviews.

Mr. McGuire is a graduate of Georgetown University (BA) and St. John’s University (MBA).
