Ms. McGuire is a co-founder and partner of Riley McGuire Partners, LLC (RMP) and is the senior partner of Emax Financial and Real Estate Advisory Services, LLC (Emax). Ms. McGuire serves as a Senior Advisor to the RMP client base bringing over 40 years of investment banking, real estate, and financial consulting experience. Her expertise includes portfolio management, privatization, real estate restructuring, assets sales, enhanced-use leasing, real estate and mortgage due diligence, risk management, internal controls, and federal budgeting. Over the course of her extensive career, Ms. McGuire has advised numerous federal and local government agencies, as well as private sector developers and real estate investment groups on real estate, financial and capital market transactions. Over the past ten years Ms. McGuire has led, as either the Engagement Manager/Program Manager or as a Senior Advisor several multi-year and multi-billion public sector engagements for clients including: the General Service Administration (GSA); the Department of Veterans Affairs (VA); the Department of Housing and Urban Development (HUD); the Office of the Secretary of Defense (OSD); the Air Force Civil Engineer Center (AFCEC); and the District of Columbia (DC). Her expertise includes real estate portfolio management, strategic planning, program compliance and oversight, enhanced-use leasing, government budgeting, feasibility analyses, asset valuations, capital market financing, and program risk evaluations. Her implementation skills include the execution of new governmental programs based upon newly enacted legislative or policy initiatives. Ms. McGuire is also a founding partner at Emax Financial and Real Estate Advisory Services, LLC, a woman-owned small business firm based in New York City and Washington, D.C. and Emax Fund, LP. Ms. McGuire began her career on Wall Street during the go go ‘80s where she specialized in Public Finance and Mortgage Backed Securities. She was formerly a General Securities Principal and the managing partner of Emax Securities, LLC, a registered NASD broker/dealer.

She is a graduate of the Georgetown University School of Foreign Service (BSFS) and is a Project Management Professional (PMP).
